Job Description

CoBank is seeking a Vice President, HR Technology and People Operations. This pivotal role will lead CoBank's HR operations and technology transformation, redefine the strategy and operating model of HR processes with a keen focus on associate experience while leveraging leading-edge technology. The role will be accountable for the design, implementation, management and optimization of HR processes and policies. This position will develop the strategy, lead a team, and partner with Product Management and Technology Data Innovation leaders to align and integrate HR technology strategies. This role will report to the CHRO. The role will oversee teams responsible for Benefits, Payroll, and Analytics ensuring HR practices not only comply with regulatory standards but also foster a productive and engaging work environment for team members. As a new leader on the HR leadership team, the role will collaborate closely with HR COE leaders and Strategic HRBPs as well as other key business stakeholders to identify opportunities to promote functional efficiency and service excellence.

Essential Functions

Strategic Leadership:

  • Develop and execute HR strategies that align with the bank's business goals focusing on enhancing associate experience, operational efficiency, and compliance.
  • Identify and support redistribution of administrative and transactional work to create HR Operations.
  • Ensure all HR practices comply with regulatory requirements and internal policies.
  • Create and implement standardized, best practice HR processes, drive SLAs and achieve data completeness and accuracy.
  • Oversee digital offerings, HR technology and support, data management and governance, and business continuity.
  • Lead the identification, assessment and implementation of a new HCM tool.
  • Lead the implementation and optimization of HR Information Systems to support HR functions including recruitment, associate management, performance evaluation, and reporting.
  • Leverage HR analytics to generate insights on workforce trends, productivity, and HR metrics, guiding strategic decisions and improvements.

Payroll Management:

  • Oversee payroll operations, ensuring accurate and timely processing in compliance with government regulations and bank policies.

Change Management:

  • Lead the Change Management and Culture Change efforts associated with HR Technology System implementations and upgrades.
  • Collaborate with the COEs and HRBPs to transition work to an HR Service Center model; refining, documenting, and fulfilling HR needs and requests, focused on standardization, compliance, scalability, and continuous improvement.

Leadership and Team Development:

  • Build, mentor, and develop the HR team, fostering a culture of excellence, continuous learning, and collaboration.

Education

  • Master's Degree in related field, preferred
  • Bachelor's Degree in Human Resources, Business Administration, or related field, required

Work Experience

  • 10 years of HR experience, required
  • 5 years in a leadership role overseeing HR Operations, HR Technology and/or Total Rewards required
  • Relevant certifications (e.g., SPHR, SHRM-SCP) preferred.
  • Track record of driving change and transformational initiatives and projects.
  • Strategic planner with exceptional technical and analytical skills and proficiency in HR metrics.
  • Dedicated to consistently producing high quality work, superior judgment, forward thinking, creative, curious and a learner.
  • Strong team player and collaborator.
  • Ability to navigate complex organizational structures and foster a positive, inclusive work environment.
  • Banking or Financial Services experience preferred but not necessary.

About CoBank

The typical base pay range for this role is between $205,049 - $285,121. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
