Job Description

Lead team/s who are passionate about building products with automation on AWS and On-prem, data with emerging technologies. Support the build foundational SPA and BFF architecture on AWS and other digital products end to end development. What You'll Do: • Leads the direction of the technology team, creating and executing strategic roadmaps, application development and creating and maintaining robust support models for their products and services. • Collaborate with and across Agile teams to design, develop, test, implement, and support technical solutions in full-stack development tools and technologies • Partners with Enterprise Architecture, Enterprise Information Management and the Enterprise Project Management Office enabling the business to execute both long-range and near-term goals and objectives. • Develops, maintains and enforces compliance with all CoBank's policy directives, application development and maintenance standards, procedures and methods. • Assists in the development and release of key software application modifications and enhancements.

Essential Functions

1. Manages a cross-functional team consisting of employees and contractors in a complex IT infrastructure environment with an emphasis on quality, availability, productivity, and consistency. Establishes, maintains oversight and manages the day-to-day operations of the team.
2. Works with IT leadership to resolve issues and implement new projects.
3. Determines current and future technology needs, and leads overall technical direction for team’s capacity planning. Identifies support requirements, such as technology and training requirements, and makes recommendations.
4. Manages issues affecting the application and technical environment. Mobilizes the appropriate members of IT or the business in support of rapid resolution.
5. Establishes policies and procedures under a well-developed methodology framework to ensure a consistent operating environment.
6. Regularly communicates with leadership regarding issues and status, as needed. Updates management on irregularities, key deadlines, staff coverage and/or critical developments.
7. Creates and manages an annual operating budget for IT.
8. Works with IT security to formulate policy, implement appropriate changes, and ensure applications are following CoBank Enterprise Security policies.
9. Develops and maintains strategic vendor relationships. Evaluates vendor service levels and invoice charges, according to the appropriate contract.
10. Manages staff. Sets performance standards, manages workflow, grants authorities, evaluates performance, and recommends personnel actions within delegated authorities. Consults with Human Resources as appropriate.
11. Proven ability to onboard new applications by analyzing technical specifictions, build and configure supporting infrastructure, securing the software, building governance and support models.

Education

  • Master's Degree in Computer Science, Information Technology, or related field. preferred

Work Experience

8 years of relevant experience, preferably in banking or financial services, required
3 years of supervisory/management experience, required
5 years of experience with AWS, GCP, Microsoft Azure or other cloud, required
5 years of experience in software engineering, required
Utilize programming languages like Vue, React, Java, Spring, HTML/CSS, Node.js, SQL, Python, Open Source databases, Container Orchestration services including Docker and Kubernetes, and a variety of AWS tools and services
Knowledge of Idenity Management platform like Ping Identity, Okta, IBM IAM.
Advanced knowledge of software development life cycle and related methodologies.
Proven ability to prioritize and manage a backlog of application development and maintenance work, estimating work tasks and forecasting level and mix of skills needed to support business objectives.
Advanced knowledge of business platforms and systems, methodologies, data governance, and reporting. Demonstrates and possesses an in-depth understanding of business needs and requirements.
Ability to develop and guide design, implementation and support procedures.
Knowledge of emerging technologies, industry trends and best practices, with the ability to incorporate as appropriate into the CoBank environment.
Ability to conduct peer and subordinate design and code reviews and evaluate the quality of IT deliverables
Solid understanding and ability to implement project management concepts.
Ability to identify changes in scope or work effort that could result in budgetary overrun or missed delivery dates
Demonstrated leadership, decision making and team building skills, with the ability to manage, train, and motivate people, and instill accountability, ownership, and transparency focused on on-time delivery on projects and commitments.
Proven ability to build high performing technology delivery teams that are integrated with the business, and have a strong understanding of the needs of the business teams they support.

Physical Exertion Details

The typical base pay range for this role is between $154,057 - $214,216. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
